Joe
Kepper is a lieutenant in the Marlboro County Police Department.
After leaving the military as a paratroop Captain, he joined the
department starting as a recruit and quickly worked his way up the
promotion ladder. As a detective, he solved cases that bedeviled
other senior members in the department and quickly gained the reputation
as a comer. Bright, hardworking and tenacious, his keen detecting
skills and his coolness under fire caught the attention of Deputy
Chief Aubrey. Aubrey gave Kepper command of a small investigative
task force working on special cases assigned by him. He does not
always follow the rules of law and his methods are not always considered
above board.
Kepper
does not handle relationships well. His personal life is a mess,
leading to his wife divorcing him and taking their two children
to the Midwest where she works as a lawyer. He sees his children
about six weeks out of a year and they are his only extravagance.
Although his wife remarried, there is an ongoing rift between them,
usually about the children. Tall, physically fit, he could be regarded
as handsome. Occasionally, he has been known to become romantically
linked while on his cases.
